There are no official listings of cell phone numbers. Some online directories,
like WhitePages.com, can tell you
if a number is a cell phone number and which company operates the service.
However, for a fee, private database agencies offer services to find
cellphone numbers and they can sometimes do reverse traces on cellphone

Cell Phone Lookup By Name
It's a common claim by companies that they can give you a cell phone number based on a name. While a "by-name" search was attempted several years ago, the initiative was closed down for privacy concerns. Cell Phone Tracing
We've all seen this in the "movies" when a "bad guy" calls in & the police try to trace the call. While this may be something that the police can do, it's not something that's legal for US citizens to do. The reason why is simply privacy... the real-time location of a phone isn't availble from any broad-consumer company that we know about.
The exception to this rule is if the person has given you permission to see the information, than a litany of services are availlble. Just search "GPS Cell Phone Track" and you'll find plenty of services.
