State Level Information
The Arkansas Freedom of Information Act was first enacted in 1967 as a series of laws to guarantee access to the public records of governmental bodies. The Act reads in part, "It is vital in a democratic society that public business be performed in an open and public manner so that the electors shall be advised of the performance of public officials and of the decisions that are reached in public activity and in making public policy." - Arkansas Code 25-19-105
Citizens of the state of Arkansas may request public records with the exceptions of felons and those representing a felon.

Authorized entities are able to gain access to criminal background check information through the Official State of Arkansas Online Criminal Background Check System, which is a service of the Arkansas State Police. It is important to note that this service is limited to persons and / or entities that have the express written consent of the subject of the investigation.
Written requests for record checks may also be submitted in person and via mail to the Arkansas State Police Identification Bureau in Little Rock. A completed ASP-122 form must be accompanied by a notarized release signature from the subject of the check and a check or money order in the amount of $25. A stamped, self-addressed envelope must also be included with each request.
