North Carolina Public Records
State Level Information
The first version of the North Carolina Public Records Law was passed in 1935, but it focused primarily on the responsibility of government officials to preserve public records. Amended in 1995, the law now says in part:
"The public records and public information compiled by the agencies of North Carolina government or its subdivisions are the property of the people. Therefore, it is the policy of this state that the people may obtain copies of their public records and public information free or at minimal cost unless otherwise specifically provided by law. As used herein, 'minimal cost' shall mean the actual cost of reproducing the public record or public information." - North Carolina General Statutes 132‑1. "Public records" defined.

Court Record Resources
In 1994, the North Carolina General Assembly formed the Criminal Justice Information Network (CJIN) Study Committee. The General Assembly would later establish the CJIN Governing Board via Section 23.3 of Chapter 18 of the Session Laws of the 1996 Second Extra Session.
The state maintains a web site that allows for both the public and law enforcement agency access to offender information within the state of North Carolina that includes offender information dating back to 1972. It is important to note that name based searches cannot be deemed complete without the support of fingerprint analysis.
