The District of Columbia Freedom of Information Act or DCFOIA is a set of statutes designed to ensure that the public has full and reasonable access to the public records of any and all governmental bodies in the District of Columbia. The stated policy of the District of Columbia is that any and all persons are entitled to full and complete information regarding the affairs of government and the official acts of those who represent them as public officials and employees.
In that light, all public records may be requested by any individual at any time.

Court Record Resources
Police clearances are provided to the general public for employment verification, licensing, adoption, apartment rental, as well as overseas travel. As many as 95 percent of the people who come to counters in D.C. are seeking police clearances.
A PD Form 70 Criminal History Request is required to get a clearance for a record check. The form is available when you visit the Arrest and Criminal History Department at the Police Headquarters on the 3rd Floor. In most cases the requests will be processed while you wait, in most situations the wait will be no longer than 15 to 45 minutes.
NOTE: You must be 18 to receive a police clearance check.
